If what has come out since is true, then it is the media twisting his words or intentions. Can't see how anyone would allow him to say this without there being something behind it. He has always had this fake news thing, and this is a perfect example of how he would say something ,partly in jest , that the media would go after and he could point out how stupid they are for taking him seriously.
I don't think he is a stupid as some make him out to be and he does have a huge PR team advising him.

Don't underestimate the desire people have for getting their biases confirmed. People are capable of believing any old nonsense as long as it's a convincing speaker saying what they'd like to hear. With the need for facts becoming less and less I suppose there's every reason to assume that some will vote for him again. He's got a method that works over there as well as over here. Create an enemy (China. Foreigners. The Establishment. Change. His Opponents). Tell people they are suffering/will suffer if the enemy aren't defeated. Tell them he is on their side and will protect their jobs/keep their taxes low/keep things as they were. And many take it in without checking. How many U.S. workers in industries with little future voted for him cos he said he'd keep their jobs, against the fewer who asked why they would actually want to stay as they are instead of looking for retraining and spending the money on new cleaner employments with a future.
Many of his voters who now have no health insurance at this coronavirus time watched Obamacare being dismantled by him, who's on their side, and we're not hearing of too many of them putting that 2&2 together and asking "remind me why these policies are a good thing? For other than saving the wealthy establishment from investing in society I mean".

Och calm doon hen. Thon's kind ay the reaction the boy Trump's looking fir ken? Boy likes conflict, like maist right-wingers. Thinkin it's the wy tae sort oot differences. Jist immature ken, the thinkin' ay a 10-year auld.
