Ok Maybe just me being daft ( shut up at the back there ) but having watched some penalties on youtube it struck me. Would it be allowed that every defender stood inside the goal. Ie not on the pitch, but close to the line. The only rule I can find is they must be 10 yards from the spot. As the whole ball has to cross the line ( it obviously cant if players are withing a ball width of the line ) the ball can never cross the line. Obviously rebounds would need to be taken care off.
Thoughts?

Don’t all outfield players have to be behind the ball at a penalty kick?

Refs simply wouldn't allow it.
Could construe it as players leaving the field without permission and book them all.

This was my interpretation too. However, I've just looked it up hereand found (slide 5) that players must be behind the ball.

Reading further (interesting), the referee gets to choose what end penalty kicks get taken at in a shoot out! Surely that leaves them open to all kinds of accusations!
